Fixed the path to the log4j.properties file when setting the options
necessary to start the ATS on Windows. This allows the ATS logs to
start working again.

Tomcat configuration file to easily allow a user to change the ATS to
start using a different keystore for SSL communications.

Updated the AtsConfigurator to allow an invoker to change the connector key in the Tomcat server.xml file to point to another keystore for SSL communications. This change will allow us to leverage the Certificates installed for other components under Windows.
