Sławomir Nizio 52fa3400ad [net-firewall/ufw] move away from /lib, remove incomplete Prefix support ...

- As suggested by Thev00d00, files from /lib are moved to another
locations. User configuration to /etc/ufw/user, scripts to
/usr/share/ufw. Documentation has been updated accordingly.
- Remove incomplete Gentoo Prefix support since it wasn't going to work
for its users.
