[sys-apps/sabayon-lib-migration*,sys-libs/glibc] fix checks
...
1. Move them to pkg* phases; src* didn't even execute in case of Entropy
packages.
2. Make sure user notices.

Also dependencies added to hint the PM:
- to actually pull them and install as part of "critical" packages along
with glibc (they are also in packages.db.critical, but never too
sure),
- add to deps (esp. rdep) so they execute first.
