[eclass/sabayon-kernel] Fix support for K_SABKERNEL_URI_CONFIG and

K_SABPATCHES_VER.
The sabayon-kernel eclass had partial support for a blank
K_SABPATCHES_VER and for K_SABKERNEL_URI_CONFIG="no". This should
complete support for that configuration.
