[circle] moving the building process to circleci, creating just one docker image for locales to run on dockerhub. Dockerhub it's not so good for building images with big layers

this will be our only image which will be built on docker, moving upgrade here since triggers glibc upgrade which runs a locale-gen that fails on circleci. This repository is the only one built on dockerhub
