Embedded vzic source

The files in this directory are imported from the maintained vzic/ subdirectory of libical:

The former standalone libical/vzic repository was archived after vzic moved into libical. Bongo supplies its own product identifier and TZID prefix from the top-level CMake build; the imported conversion sources are otherwise kept in sync with upstream.
