gcc41: rename and rebuild

This updates the build to use the common gcc build
infrastructure.
Additionally the package is renamed from gcc412 to gcc41
to match tgcwarev2.

One simple patch applied to fix configure with binutils 2.18.
After installation the fixed-includes should be regenerated.
Go to /usr/tgcware/libexec/gcc/<platform>/<version>/install-tools and run
the mkheaders program.
